Which division is the toughest in the NBA?

I thought it would be the Southwest division. But early on San Antonio, Dallas are struggling. Memphis is annually bad but still even New Orleans isn’t the dominant challenger to the Lakers everyone expected. If Lakers were to play the Hornets it might be a playoff sweep or five game series.

But which division is the toughest now. Maybe teams will right themselves but would you say the one with Celtics, Raptors, Nets, Knicks, Sixers?
Or the Northwest with the Nuggets, Jazz, Portland
